We partner with our clients to place industry-leading professionals in key technology roles, from CIOs and CTOs to senior-level experts in software engineering, data science (Ai/IoT/DX/ARVR…), cybersecurity, and emerging technologies. We are seeking an experienced Director of Talent Sourcing to lead and elevate our IT talent sourcing strategies from scratch.
Job Summary:
As the Director of Talent Sourcing – IT Talents, with a focus on Data Scientists, AI/IoT/DX Engineers, UX/UI Designers IT Managers, Directors, and Project Leaders, you will play a pivotal role in identifying and acquiring top IT professionals for our clients’ critical leadership roles. You will establish and lead an IT Executive Talent Sourcing Team, develop strategic sourcing initiatives, and drive the overall talent acquisition strategy for high-level IT positions. The ideal candidate will possess a deep understanding of the IT talent landscape and a proven track record of sourcing exceptional candidates for senior and executive-level roles
key Responsibilities:
- Strategic Sourcing Leadership: Develop and implement innovative sourcing strategies to attract and engage top
IT professionals in Japan, including U-turn talents (Japanese professionals currently working overseas who are
interested in returning to Japan). - Establishing IT Talent Sourcing Team: Currently, we do not have a dedicated in-house IT Talent Sourcing Team. This role will establish the team from scratch
- Team Management: Lead, mentor, and manage a team of talent sourcing specialists, ensuring best practices in candidate identification, engagement, and pipeline development.
- Executive-Level Search: Partner with client-facing teams to define requirements for senior and executive-level IT roles, ensuring alignment with client needs
- Candidate Pipeline Management: Build and maintain a robust pipeline of qualified IT candidates across various specialties, including software development, cybersecurity, data science, and IT leadership
- Client Collaboration: : Collaborate closely with clients to understand their IT talent needs, provide market insights, and offer consultative advice on hiring strategies.
- Market Insights and Analytics: Utilize data-driven insights to evaluate sourcing effectiveness, monitor trends in the IT sector, and adjust strategies accordingly
- External Vendor Management: Coordinate with external Executive Talent Source Agents, freelancers, and online platforms (e.g., LinkedIn, Recruit, etc.).
- Talent QC Management: When external agencies or name generation agencies deliver potential talent lists, ensure to check the name, job title, and contact details in Black Pigeon’s internal database (File Maker) to avoid duplication
- Brand Building: Enhance the firm’s presence and reputation in the IT talent market by attending industry events, developing strategic partnerships, and promoting the firm’s brand as a leader in IT talent sourcing. Participate in major IT events/seminars in different locations in Tokyo (e.g., Tokyo Big Sight) and other major cities to boost Black Pigeon’s brand image
- Diversity Sourcing: Implement and lead initiatives to ensure diversity and inclusion are central to sourcing efforts, meeting both company and client expectations.
- Sourcing Technology: Leverage advanced sourcing tools, ATS systems (File Maker), and innovative platforms to improve sourcing efficiency and maximize candidate engagement.
REQUIREMENTS:
- Over 10 years of experience in IT consulting industries.
- You hold a Bachelor’s degree in Computer Science, Natural Science, or a related field. Master’s degree in computer science/Natural Science or MBA would be a plus but not a must.
- You have proven experience in technical talent acquisition and recruitment, either in-house or at a recruitment agency, with a successful track record in leadership roles.
- You possess strong leadership and team management skills, along with IT project management experience, with the ability to inspire and motivate your team to achieve their goals
- You have a solid strategic vision and can effectively align talent acquisition strategies with the organization’s business objectives.
- You are skilled in talent sourcing through professional networking platforms such as LinkedIn, as well as recruitment platforms like Recruit, Career Cross, and BizReach, successfully attracting top-tier candidates and developing a strong talent pipeline.
- You have experience with employer branding initiatives and promoting the organization as an employer of choice.
- You excel at data-driven decision-making, with the ability to analyze recruitment metrics and optimize recruitment processes accordingly.
- Entrepreneurial or company management experience is a plus.
- You possess excellent communication, negotiation, and relationship-building skills, enabling you to collaborate effectively with internal and external stakeholders, including C-level executives at client and partner companies.
- Language Skills: English at a Business level, Japanese – Good to have basic level (Not must).
